{"id":73566,"date":"2026-07-25T13:20:15","date_gmt":"2026-07-25T07:20:15","guid":{"rendered":"https:\/\/biztrend24.com\/?p=73566"},"modified":"2026-07-25T13:20:15","modified_gmt":"2026-07-25T07:20:15","slug":"china-targets-dependable-renewable-power-as-2030-plan-moves-beyond-capacity-expansion","status":"publish","type":"post","link":"https:\/\/biztrend24.com\/?p=73566&lang=en","title":{"rendered":"China targets dependable renewable power as 2030 plan moves beyond capacity expansion"},"content":{"rendered":"<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Renewable projects increasingly prioritise storage, dependable peak-hour electricity supply<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Green hydrogen expansion accelerates renewable substitution across industrial applications<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>China&#8217;s renewable energy strategy for 2026-2030 marks a decisive shift from record-breaking capacity additions towards converting wind and solar power into reliable, market-integrated energy capable of displacing coal across electricity, industry, transport, and heating.<\/p>\n<p>China plans to raise renewable energy consumption to around 1.8 billion tonnes (bnt) of standard coal equivalent by 2030, an increase of approximately 620 mnt (mnt) from the projected 2025 level of 1.18 bnt.<\/p>\n<p>The target implies average annual growth of around 120 mnt of standard coal equivalent during the 15th Five-Year Plan period, substantially faster than during 2021-2025.<\/p>\n<p>Renewable power capacity is expected to reach approximately3,500 GW by 2030, including more than2,800 GW of wind and solar capacity. Annual renewable electricity generation is targeted at around6,000 TWh, of which wind and solar would contribute more than4,000 TWh.<\/p>\n<p>If achieved, non-fossil sources would generate roughly half of China&#8217;s electricity, renewables would account for close to half, and wind and solar, or new energy in Chinese policy terminology, would supply more than 30%.<\/p>\n<p>From installing renewables to making them dependable:<\/p>\n<p>The most important element of the plan is not the scale of capacity targeted, but the emphasis placed on what China callsreliable substitution.<\/p>\n<p>During the 14th Five-Year Plan period, China concentrated on building renewable capacity at an unprecedented speed. More than 430 GW of wind and solar capacity was added during 2025 alone, lifting cumulative grid-connected wind and solar capacity to approximately 1,840 GW. Wind and solar represented 47.3% of total installed generating capacity and exceeded thermal power capacity for the first time.<\/p>\n<p>Total renewable capacity reached more than 2,337 GW in 2025 and accounted for 82.7% of all newly installed generating capacity. Renewable electricity generation was approximately 4,000 TWh during the year.<\/p>\n<p>However, installed capacity alone does not determine how much conventional power can be displaced. Solar generation falls sharply during the evening demand peak, while wind output can vary significantly across hours and seasons. China, therefore, needs renewables to contribute not only to annual electricity volumes but also to predictable power during periods of system stress.<\/p>\n<p>The new plan introduces explicit targets for the dependable output of variable renewables. By 2030, wind and solar projects supported by storage are expected to deliver average firm capacity equal to around8% of installed capacity. During peak summer and winter periods, wind and solar are targeted to provide more than20% of evening electricity supply, approximately 10 percentage points more than at present.<\/p>\n<p>China also plans to add more than 300 GW of reliable renewable peak-support capacity through combinations of wind, solar, hydropower, pumped storage, batteries, demand response, and virtual power plants.<\/p>\n<p>This changes the role of renewable energy within the Chinese power system. Wind and solar will no longer be assessed principally by the number of gigawatts installed or the electricity produced over a full year. Their contribution will increasingly be measured by how much conventional generation they can replace during critical hours.<\/p>\n<p>Grid flexibility becomes central constraint:<\/p>\n<p>China&#8217;s renewable expansion has reached a scale at which the power grid, not equipment manufacturing, is becoming the principal constraint.<\/p>\n<p>Electricity consumption surpassed 10,000 TWh for the first time in 2025, reaching approximately 10,400 TWh, up 5% y-o-y. With demand continuing to expand through industrial electrification, data centres, electric vehicles, and household consumption, the system must absorb enormous volumes of variable generation while maintaining supply reliability.<\/p>\n<p>China has already accelerated investment in storage. New-type energy storage capacity increased to 73.76 GW by the end of 2024, more than doubling during the year, while average storage duration rose to around 2.3 hours. Capacity reached approximately 95 GW by mid-2025, nearly 30 times its level five years earlier, and the government subsequently set a target of more than 180 GW by 2027.<\/p>\n<p>The 2030 strategy will require deeper integration of batteries, pumped-storage hydropower, ultra-high-voltage transmission, flexible thermal generation, and demand-side management.<\/p>\n<p>It will also require renewable projects to become more responsive to the needs of the grid. Wind and solar plants will increasingly be paired with storage, hydrogen production, controllable industrial loads, or other energy sources rather than operating as standalone generators.<\/p>\n<p>Coal&#8217;s role will change faster than its capacity:<\/p>\n<p>The plan does not signal the immediate disappearance of coal from China&#8217;s power system.<\/p>\n<p>China&#8217;s electricity demand is too large, its seasonal peaks too pronounced, and renewable output too variable for coal capacity to be rapidly retired without sufficient storage, grid flexibility, and dispatchable alternatives. Coal plants will continue to provide balancing, reserve capacity, and supply security, particularly during evening peaks, extreme weather, and periods of low wind or solar generation.<\/p>\n<p>However, the utilisation profile of coal-fired generation is likely to change materially.<\/p>\n<p>China&#8217;s earlier carbon policy framework stated that coal consumption would be reduced more rapidly during the 15th Five-Year Plan period and that coal power development would be coordinated with system flexibility and peak-shaving requirements. The broader 2026-2030 energy strategy similarly calls for new electricity demand to be increasingly met by clean generation while promoting the peaking of coal and oil consumption.<\/p>\n<p>This suggests that coal plants may remain installed but operate for fewer hours, with a greater proportion of the fleet shifting from conventional baseload generation to flexible and capacity-support functions.<\/p>\n<p>The impact on coal demand will therefore depend less on thermal capacity additions and more on changes in plant load factors, renewable curtailment, hydropower availability, and electricity-demand growth.<\/p>\n<p>If renewable generation rises from around 4,000 TWh in 2025 to 6,000 TWh in 2030, the incremental 2,000 TWh would be equivalent to almost one-fifth of China&#8217;s current annual electricity consumption. Even after allowing for continued demand growth, this would significantly restrict the space available for incremental coal-fired generation.<\/p>\n<p>Renewable power moves beyond the electricity sector:<\/p>\n<p>Another major departure from previous policy is the effort to expand renewable energy use outside power generation.<\/p>\n<p>Non-electric renewable energy currently accounts for less than 1% of China&#8217;s energy consumption. The new plan aims to accelerate renewable substitution in industrial heat, transport fuels, buildings, and feedstocks-areas where direct electrification can be technically difficult or expensive.<\/p>\n<p>Green hydrogen, ammonia, and methanol are central to this strategy. China had built approximately 250,000 t of green hydrogen capacity, 650,000 t of green ammonia capacity, and 380,000 t of green methanol capacity by the end of 2025, according to the newly released plan.<\/p>\n<p>Official Chinese reporting indicates that renewable hydrogen capacity already represented more than half of the global total, although green hydrogen remained a very small part of China&#8217;s overall hydrogen market. Total Chinese hydrogen production and consumption exceeded 36 mnt in 2024, while annual green hydrogen capacity stood at more than 150,000 t at the end of that year.<\/p>\n<p>The policy direction is therefore to create integrated renewable-hydrogen-ammonia projects in resource-rich regions, develop storage and transportation infrastructure, and connect low-cost renewable generation with industrial demand.<\/p>\n<p>For coal markets, the implications extend beyond power generation. Renewable electricity, green hydrogen, and green fuels are being positioned to replace coal, coke, oil, and natural gas in selected industrial applications. The earliest displacement is likely to occur in areas with strong policy support, favourable renewable resources, and concentrated industrial demand rather than across the entire economy.<\/p>\n<p>Investment will support industrial growth but intensify competition:<\/p>\n<p>China estimates investment in renewable energy during 2026-2030 will exceed RMB 5 trillion, supporting wind and solar manufacturing, grid construction, energy storage, hydrogen, digital infrastructure, and advanced research.<\/p>\n<p>This sits within a wider energy investment programme expected to exceed RMB 20 trillion over the five-year period.<\/p>\n<p>The spending will support economic activity at a time when China is seeking new sources of industrial growth. It will also reinforce Chinas dominance of global supply chains for solar modules, wind turbines, batteries, electric vehicles, and electrolyser equipment.<\/p>\n<p>However, the next phase will be more commercially demanding than the first. China has already begun moving new-energy electricity towards market-based pricing, replacing parts of the earlier fixed-price support framework.<\/p>\n<p>This means developers will increasingly face exposure to wholesale prices, curtailment, negative or very low-price periods, grid connection constraints, and the cost of providing storage or dependable output.<\/p>\n<p>The value of a renewable project will consequently depend less on how much electricity it produces and more on when, where, and how reliably that electricity can be delivered.<\/p>\n<p>Outlook:<\/p>\n<p>China&#8217;s 15th Five-Year renewable energy plan is not simply another capacity-building programme. It represents an attempt to redesign the country&#8217;s energy system around large volumes of variable renewable electricity.<\/p>\n<p>The headline targets remain enormous: 3,500 GW of renewable capacity, more than 2,800 GW of wind and solar, 6,000 TWh of renewable generation, and RMB 5 trillion of investment.<\/p>\n<p>But the more consequential targets relate to firm output, peak-hour generation, storage, integrated energy systems, and the replacement of fossil fuels outside the power sector.<\/p>\n<p>The transition will not eliminate coal from China&#8217;s energy system by 2030. Instead, it is likely to place a progressively tighter ceiling on coal-fired generation, lower the utilisation of part of the thermal fleet, and transform coal power into a more flexible reliability resource.<\/p>\n<p>China has already demonstrated that it can build renewable capacity at an extraordinary speed.
