BNP Standing Committee Member Salahuddin Ahmed said that Chief Advisor Professor Dr. Muhammad Yunus violated the signed July Charter in his address to the nation. He made these remarks while talking to reporters at his residence in Gulshan, Dhaka, on Thursday (November 13).
\nSalahuddin Ahmed said, \u201cThe Chief Advisor violated the July National Charter, the signed Charter, in all the proposals raised in his speech. Because he is one of the signatories of that Charter as the Chairman of the Consensus Commission and as all other members. All the political parties (leaders) who signed it are all of them.\u201d
\nHe said, \u201cHe mentioned the primacy of the signed July Charter here, because the political parties have accepted the signed July Charter as the main document. However, he has strayed far from that original document and is saying here that the July National Charter approved the Constitutional Reform Implementation Order-2025. I talked about this order a little earlier. \u2019
\nThis member of the BNP Standing Committee said, \u2018It is okay to have a referendum on the constitutional reform proposals of the two charters. The National Consensus Commission has decided on the referendum, there was a consensus that the National Charter signed in July requires consensus. Later, he imposed the decision to form a new Constitutional Reform Council today. Since there was no discussion or consensus on the formation of the Constitutional Reform Council in the Consensus Commission. It was not on the agenda, so there is no question of discussion or consensus.\u2019
\nRegarding the Constitutional Reform Council, Salahuddin Ahmed said, \u2018A new issue regarding the Constitutional Reform Council, the order (July Charter Implementation Order) mentions a new concept. If the Constitutional Reform Council is formed, then the members of Parliament will take an oath once as members of the Constitutional Reform Council, they will take an oath as MPs, there is a form for this. But in this Gazette notification, the order written below on 13 November 2025 is hereby issued by the President of the Government of the People’s Republic, which means that the President has issued this order.’
\nHe said, ‘The President has the power to issue ordinances, we do not have the power to issue any orders according to our Constitution. The President’s order is a history. Until the adoption of the Constitution of Bangladesh, Bangladesh was governed by the President’s order, and it has been a few days since the adoption of the Constitution, since the Parliament has not yet been formed. After the Parliament was formed, the President could have made laws through the ordinance when the Parliament was not in session.
