A referendum will be held on the day of the national election to implement the July National Charter. Chief Adviser Muhammad Yunus said this in his address to the nation this Thursday (November 13) at noon. The referendum will have questions on four issues. Voters will express their opinion by voting yes or no on only one of these four issues. If the majority vote is yes in the referendum, a Constitutional Reform Council will be formed with representatives elected in the next parliamentary elections.
\nThe Chief Adviser also mentioned in his speech that the questions presented on the referendum ballot have been determined in light of the July Charter and he said, ‘I am now reading the question before you. The question will be as follows\u2014 Do you express your consent to the following proposals relating to the July National Charter (Constitutional Reforms) Implementation Order, 2025 and the constitutional reforms written in the July National Charter?
\na) During the election period, a caretaker government, election commission and other constitutional institutions will be formed in accordance with the process outlined in the July Charter.
\nb) The next parliament will be bicameral. An upper house of 100 members will be formed in proportion to the votes received by the parties in the national parliament elections, and amendments to the constitution will require the approval of a majority of the members of the upper house.
\nc) The winning parties will be obliged to implement 30 proposals on various issues agreed upon by the political parties in the July Charter, including increasing the representation of women in parliament, electing a deputy speaker and chairperson of parliamentary committees from the opposition, limiting the term of the prime minister, increasing the powers of the president, expanding fundamental rights, independence of the judiciary and inclusion of local government.
\nd) Other reforms outlined in the July Charter will be implemented in accordance with the commitments of the political parties. If the majority vote in the referendum is positive, a Constitutional Reform Council will be formed with representatives elected in the next parliamentary elections. These representatives will also serve as members of the national parliament.
