There has been an open dispute between BNP and Jamaat over the July national charter and referendum issue. BNP wants a referendum on the day of the national election, while Jamaat says the referendum should be held first. NCPO is also in favor of a referendum first.
\nTo resolve this dispute, the government has taken a behind-the-scenes initiative to reach a compromise. On the instructions of Chief Advisor Dr. Muhammad Yunus, four advisors led by Legal Advisor Dr. Asif Nazrul are holding discussions with BNP and Jamaat. Sources say that BNP has been asked to accept the PR (proportional representation) system in forming the upper house of parliament and to convince Jamaat to hold elections and referendum on the same day. However, no compromise has been reached yet.
\nThe government believes that the consent of BNP acting chairman Tarique Rahman will be required for a final decision. There are plans to communicate in London for this. Legal Advisor Asif Nazrul said that it is difficult for the government to take a decision if the political parties do not resolve their differences. It is worth noting that the July Charter has a total of 84 proposals, of which 61 are in disagreement with the parties. Of these, 9 will be implemented through executive orders, 27 through ordinances, and 48 proposals to amend the constitution will be implemented through a referendum.
