The National Civic Party (NCP) has asked the government to take steps to implement the National Consensus Commission’s July National Charter Implementation Proposal-1. The party made this statement in three calls to the government today, Wednesday (October 29).
\nThe party said that the July Charter is not just an empty promise and document of political compromise. It should have a legal basis. The NCP will consider signing the July Charter after seeing the draft implementation order. In continuation of the NCP’s uncompromising stance, the National Consensus Commission yesterday (Tuesday) recommended the implementation outline of the July Charter to the government.
\nThe written statement said that the commission has submitted separate implementation outlines for two types of reforms. The commission has recommended the government to issue draft notifications and ordinances to implement reforms that are not related to the Constitution. The interim government should take initiatives to implement these reform proposals without delay.
\nThe NCP believes that the government should go for the implementation of the first draft, i.e. Proposal-1. Here, Section 8(e) states that if the Constitutional Reform Council fails to complete its work within the stipulated time, the Constitutional Reform Bill shall be deemed to have been passed by the Council and shall come into force as a Constitutional Reform Act. This is an essential recommendation aimed at creating an obligation to implement the referendum order on the Charter, which has precedents in various countries of the world.
\nThe Commission\u2019s proposed Proposal-2 does not contain any clear statement in this regard, due to which the entire reform process may be cancelled. That is, not Proposal-2; the government should adopt Proposal-1 proposed by the Commission as the implementation framework. Also, there are linguistic ambiguities in several places in Proposal-1, which need to be resolved.
\nIn the statement, the NCP made three calls to the government\u2014
\n1. The July Charter should be ensured with the legal basis by adopting the first draft of the July Charter Implementation Order (Proposition-1) recommended by the Consensus Commission.
\n2. Initiatives should be taken to draft the Constitutional Reform Bill and make it public.
\n3. If the government accepts the draft order, including the legal basis for implementing the July Charter, progress will be made towards signing the Charter.<\/p>\n","protected":false},"excerpt":{"rendered":"
