The interim government has taken the initiative to formulate a new national pay structure for government officials and employees. There is a plan to implement the new pay scale by publishing it in the form of a gazette during the tenure of the current government. In the meantime, the National Pay Commission has been formed, which will submit its final recommendations to the government by December.
\nIf everything goes well, government employees will be able to enjoy the benefits of the new structure from the beginning of next year.
\nThe new structure includes groundbreaking changes not only in salary, but also in various allowances including medical, education and promotion. Meanwhile, some benefits will be abolished if the national pay scale is implemented.
\nThe proposal calls for the formation of an alternative pay structure called ‘total pay’ or ‘remuneration’. Where there will be no financial or non-financial benefits along with the allowances of the existing pay structure. This proposed pay structure is effective in many developed and developing countries.
\nMeanwhile, the honorarium or allowances that government employees receive by participating in meetings, seminars and training of various committees are morally unacceptable. The officers and employees are taking this honorarium separately for performing the duties assigned to their respective posts. This costs about one thousand crore taka annually. A proposal has been made to the commission to cancel this facility as well.
\nFinance Advisor Dr. Salehuddin Ahmed recently told us that the additional money required to implement the recommendations of the Pay Commission will be allocated in the revised budget. The work of revising the current budget will begin next December. He further said that the implementation will depend on the publication of the Pay Commission’s gazette. However, it may come into effect early next year.
\nIt has been proposed to fix a minimum of 25 thousand taka and a maximum of 1 lakh 50 thousand taka in the new pay structure. Last Thursday, the leaders of the Finance Department’s Officers and Employees Welfare Association submitted this proposal to the Pay Commission.
