Teachers of private educational institutions registered with MPOs are facing difficulties in receiving their salaries and allowances due to complications in the process of updating information in the ‘Ibus Double Plus Software Electronic Fund Transfer (EFT)’ created for government accounts. Due to this, they received their salaries for the month of January in this March.<\/p>\n
Meanwhile, a new panic has emerged amid the teachers’ suffering from not receiving their salaries. The wrong information was uploaded to the server due to the mistake of officials and employees of the Directorate of Secondary and Higher Education (DSE), and the delay in correcting it is also due to the negligence of the DSE. In many cases, even though teachers provided correct information, the DSE officials and employees made mistakes while uploading it to the server. Due to this, there are discrepancies between the EFT information and the MSE information, NID information and bank information, the teachers complain.<\/p>\n
Teachers who have been waiting for their salaries for more than a month are facing financial crisis. Leaders of the Bangladesh Private Teachers and Employees Forum say that the month of Ramadan is underway. In this situation, teachers who receive a small salary have spent their days in difficulty. In this context, MOU officials said that many of the teachers and employees registered with MPO do not have the same MPO information, NID information and bank information. In addition, many of the teachers and employees registered with MPO have a dot (.), hyphen (-), comma (,) or literal mismatch between the name on the MPO sheet and the name on the NID, or the name of the bank account is partially wrong or the date of birth is different. Due to these reasons, there is a bit of a problem in sending salaries to the teachers registered with MPO.<\/p>\n
A source from the Education Management Information System (EMIS) cell of the Department of Secondary and Higher Education (MOU) said that the name given in the national identity card of many teachers is not the same name on the MPO sheet; again, although some have Mohammad at the beginning of their names, they have written Md. Apart from this, teachers and employees did not receive their salaries in EFT for some reasons including wrong date of birth, wrong spelling of names, double MPO.<\/p>\n
When asked, Senior System Analyst of EMIS Cell, Khandaker Azizur Rahman, said that teachers have been left out for several reasons. After the process of sending the second phase of messages is completed, the heads of institutions will be given the opportunity to correct the information. Apart from this, the reason why the teachers did not receive the salary messages will also be informed.<\/p>\n
EMIS Cell said that teachers and employees who did not receive the salary messages in the EFT will have to wait. After the salary sending process in the second phase is completed, the messages will be sent in the third phase. However, before that, access to the dashboard of the heads of the concerned educational institutions will be opened.<\/p>\n
Initially, 209 teachers and employees of private MPO-listed schools and colleges were exempted from the MPO EFT for the month of October. Since January this year, the Directorate of Secondary and Higher Education has started deducting the government portion of the salaries and allowances of 289,000 MPO-listed teachers and employees working in private schools and colleges, or the MPO Electronic Fund Transfer System (EFT). In the second phase, 67 thousand, in the third phase, 84 thousand and in the fourth phase, more than 8 thousand 200 teachers and employees received their December salaries through EFT.<\/p>\n
A source from the EMIS cell of the Department of Secondary and Higher Education said that in the fifth phase, 8 thousand 887 people will receive their salaries through EFT. Their list has already been uploaded to the iBUS software of the Ministry of Finance. After verifying the information from here, the list will be submitted to Maushi. After the information arrives in Maushi, a proposal will be sent to the Ministry of Education seeking permission to deduct the salaries of these teachers and employees. After the proposal is approved, it will go to the office of the Chief Accounts Officer. After that, the teachers and employees can withdraw their salaries and allowances from the bank.<\/p>\n
Warning of siege of Shiksha Bhavan if salaries are not released quickly Teachers registered with MPO have warned that the outstanding salaries for February should be released within a week or else they will siege Shiksha Bhavan. Bangladesh Non-Government Teachers and Employees Forum (BabeshiKFO) Central Committee President Principal Md. Main Uddin told our time, our teachers have sent all the information to the education office on time for EFT. But the education office has not uploaded the appropriate information, so the teachers are suffering. We want this problem to be resolved quickly. Otherwise, the teachers and employees will be on the streets with their families.<\/p>\n
Incidentally, government officials and employees receive their salaries and allowances through electronic fund transfer or EFT. However, although the salaries and allowances of MPO-registered teachers and employees working in private educational institutions were deducted from the government treasury, they were paid through the ‘analog’ method through eight state-owned banks. Teachers had to face various hardships to get money in this process. Sometimes, teachers would receive their salaries and allowances of the previous month even after the 10th of the next month.
