Retired additional secretaries wrote to the Ministry of Public Administration on Monday seeking promotion to the post of secretary. The ‘deprived’ retired additional secretaries claim that they were victims of deprivation during the fascist government and that additional secretaries who retired during that time should be promoted. 512 people who were deprived during the period from 2009 to August 4, 2024 under the Ministry of Public Administration want to become secretaries. The basic salary for the post of additional secretary (grade-2) can be from 66 thousand taka to 76 thousand 490 taka. The basic salary fixed for the post of secretary is 78 thousand taka.<\/p>\n
It is learned that 1 thousand 540 retired officers applied to the committee formed for review after the interim government took office. Among them, there are also secretaries from senior assistant secretaries. Based on the committee’s recommendation, the government promoted 764 people as deprived. The remaining 776 people claim to be victims of deprivation. Out of the 764 promoted, 51 were promoted from additional secretaries to secretary. The retired additional secretaries claimed yesterday that 38 of them were never deprived of promotion. Out of a total of 1,540 applications of deprived officials,<\/p>\n
the remaining 776 applications were requested to be independently reconsidered. In this regard, they have highlighted the implementation of government service rules. The letter signed by the convener of the deprived retired additional secretaries forum, Dr. Md. Nasir Uddin and member secretary Abdul Mannan Elias was submitted to the Ministry of Public Administration yesterday.<\/p>\n
In this regard, retired additional secretary of the 86th batch, Asam Imdadud Dastagir, told our time that it is important to promote the truly deprived. Many have been deprived.<\/p>\n
It is learned that the Ministry of Public Administration has issued a notification promoting 764 officials who retired in the nearly 16 years of the Awami League government that was ousted in the July mass uprising. Those who get promoted will receive status and financial benefits according to their posts. The retired additional secretaries have highlighted the inconsistencies in the promotion based on geographical location. They said that in 2009, there were 142 people working in the 1982 batch. During the previous government’s tenure, 44 became secretaries\/senior secretaries. Recently, 40 people became so. A total of 84. So, 58 people are still deprived. Similarly, the inconsistencies of the 1982 batch (special), 5th batch, 7th batch, 8th batch, 9th batch and 10th batch have been highlighted.<\/p>\n
Several officials said that some have also raised the question of whether it is right to show the officials who retired from the second highest post of public administration (additional secretary) as deprived or not. They say that not everyone will become a secretary anymore. In addition, there have been allegations of promoting too many officials of a batch to the post of secretary, and promoting them by violating seniority.<\/p>\n
Former additional secretary Mahbub Kabir Milon posted on the social media Facebook about the matter. He wrote – Out of 119 people, 51 additional secretaries have been made secretaries, of which 45 are from the same batch. Many of them did not suffer any kind of deprivation.<\/p>\n
The interim government formed the \u2018Deprivation Elimination Committee\u2019 on September 16 last year. Zakir Ahmed Khan, former Alternate Executive Director of Bangladesh at the World Bank and former Finance Secretary, was appointed as the convener of the committee. The committee included one representative each from the Cabinet Division, the Ministry of Public Administration, the Finance Division, and the Law and Justice Division. The committee analyzed about 4,500 applications and recommended that 1,540 people be promoted and given financial benefits as \u2018deprived\u2019. Out of that, the government issued a notification giving 764 people geographically-based promotions.
