There is no need for a primary final exam or any similar exam. As an alternative, the Primary and Non-Formal Education Reform Advisory Committee has recommended introducing an evaluation system similar to the National Student Assessment, but easier to implement. It said that the main goal of the evaluation will be to ensure accountability of schools and the education system. Based on this evaluation, schools will be listed as green, yellow and red at the upazila level.<\/p>\n
Dr. Manjur Ahmed, emeritus convener of the committee, BRAC University, made these recommendations at a press conference yesterday on the occasion of the ‘Submission of the Report of the Consultation Committee Formed for the Overall Improvement of Primary and Non-Formal Education’ organized by the Ministry of Primary and Mass Education at the Foreign Service Academy in the capital.<\/p>\n
He said, we have more recommendations. Some selected recommendations have been highlighted in this press conference. The character of the current government is different. I hope they will work on these reforms. The recommendations have been formulated based on identifying eight main issues.<\/p>\n
Recommendations: Basic Skills:<\/strong> As the main goal of primary education, special emphasis should be placed on children acquiring basic skills in Bengali and Mathematics. Bengali is not just a subject, it is the key to entry into all other subjects. If basic skills in Mathematics are not acquired, students will continue to lag behind in learning. For this, it is necessary to allocate 60 to 75 minutes of teaching-learning time for these two subjects every day.<\/p>\n Single-shift schools:<\/strong> To increase the learning time, all schools need to be converted into single-shift schools in the shortest possible time. One shift can be introduced in at least 50 percent of schools in the Fifth Primary Education Development Program and in all schools within ten years. It is necessary to ensure that the teacher-student ratio in the classroom is not more than 1:30.<\/p>\n Remedial support:<\/strong> Remedial support should be provided inside and outside the classroom for backward children. For this, the school can appoint para-teachers (educational assistants) locally.<\/p>\n Student and school evaluation:<\/strong> The learning progress of each child should be verified through continuous and annual evaluation. Instead of the Primary Education Completion Examination or similar examinations, on the model of National Student Assessment (but easily implemented),<\/p>\n Each school will be marked in green, yellow and red according to the standard through a basic skills survey. It will be the responsibility of the head teacher and the Upazila Primary Education Authority to convert each school into green.<\/p>\n Reducing the cost of poor families:<\/strong> Introducing mid-day meals as soon as possible, distributing notebooks, pens, bags, etc., and providing increased financial assistance to children from extremely poor families determined at the union level.<\/p>\n Professional development of teachers and education workers: <\/strong>Specific immediate steps have been recommended regarding the professional status, promotion and professional advancement of teachers and field-level education workers.<\/p>\n Currently, teachers are in the 13th grade and the government has provided the 11th grade for head teachers. Entry to the post of teacher is in the 12th grade, permanent after two years, promotion as senior teacher in the 11th grade after another two years.<\/p>\n Recommendation in the case of head teachers:<\/strong> Withdrawal of the government’s review application and determination of 10th grade for head teachers and appointment through promotion of all head teachers. Teachers and head teachers will be eligible for higher scales as per the rules. The post of assistant head teachers can be increased and senior teachers can be posted with responsibility allowance. In the case of field level officers and employees, recommendations have been made regarding immediate filling of promotionable posts and vacancies, integrated gradation, mutual transfer, establishment of regional offices and primary education cadre service.<\/p>\n Prevention of corruption and misconduct:<\/strong> In order to prevent corruption, misconduct and neglect of duty, it is recommended that a nationwide hotline be set up to report complaints. An impartial investigation of all complaints and appropriate action should be ensured.<\/p>\n Pilot project for the purpose of decentralization: <\/strong>To start a pilot project under the Fifth Primary Education Development Program in 20 upazilas of ten districts for the purpose of real decentralization of education governance and management.<\/p>\n Out-of-school children’s agenda:<\/strong> An effective model for the agenda of out-of-school and dropout children must be developed under the leadership of the Non-Formal Education Bureau with the support of established and skilled NGOs.<\/p>\n","protected":false},"excerpt":{"rendered":" There is no need for a primary final exam or any similar exam.
