Administrative officer beaten up for not distributing relief, allegation against Chhatra Dal leader

A Chhatra Dal leader has been accused of beating up and threatening to shoot an administrative officer for not distributing relief rice in Muladi Union Parishad of Barisal Upazila. The incident took place at around 1:30 pm on Tuesday (June 30) at Muladi Sadar Union Parishad of the upazila.
It is learnt that while preparing a list of government relief rice distribution for the helpless people affected by river erosion, Md. Zakir Hossain Sikder, Administrative Officer (Secretary) of Muladi Union Parishad No. 6, was taken into his office and beaten up. At that time, he was abused in foul language and threatened to be shot dead in public.
Zakir Hossain Sikder has alleged that Upazila Chhatra Dal member secretary Bellal Hossain Sarder and his men beat him up and threatened to kill him. In this incident, Zakir Hossain filed a general diary (GD) against the Chhatra Dal leader at the police station and gave a written complaint to the Upazila Nirbahi Officer (UNO).
According to the complaint and GD, 3 tons of rice were allocated for the helpless people of Muladi Sadar Union affected by river erosion. Yesterday afternoon, UP Administrative Officer Md. Zakir Hossain Sikder was sitting in his office and preparing a list of beneficiaries for rice distribution. At that time, 5 to 6 Chhatra Dal leaders and workers, including Belal Hossain Sardar and Sujan Chowkidar, suddenly entered his room. Demanding to know with whose permission this list was being prepared, they started abusing him in foul language. At one point, they physically assaulted the officer by slapping, kicking and punching him, creating obstacles in government work. While leaving from there, they threatened to shoot the officer in public.
The victim officer Md. Zakir Hossain Sikder also mentioned in his complaint that Bellal Sardar had vandalized his office furniture before. Besides, during the last Eid-ul-Fitr and Eid-ul-Azha, he had demanded 50 percent of the allocated rice by obstructing the distribution of VGF rice. They even forcibly snatched the cards while distributing two-year VWB rice cards to poor women.
A member of the Muladi Sadar Union Parishad, who asked not to be named, said that 3 tons of rice of 20 kg each was allocated for 150 people affected by river erosion. Bellal Sardar wanted to give a list of 30 people as 20 percent of that rice. But the Parishad requested him to give the names of 20 people. If he did not agree, the chairman asked him to give the names of 25 people. After the chairman left the Parishad, the Chhatra Dal leader threatened to beat and shoot the administrative officer of the Union Parishad. Muladi Sadar Union Chairman Md. Kamrul Ahsan said, I heard about the incident. I left the Parishad early as I was sick on the day of the incident. The administrative officer has been advised to take legal action in this incident.
In this context, Upazila Chhatra Dal member secretary Bellal Hossain Sardar denied the allegations and said, the administrative officer of the union council was not beaten or threatened with death. I did not go to the council on Tuesday. However, I heard that Zakir Hossain had argued and fought with some people that day. False allegations and a GD have been filed against me for announcing to contest for the post of chairman in Muladi Sadar Union.
Muladi Police Station OC Khandaker Md. Sohel Rana said, the administrative officer of the UP has filed a GD. The investigation into the incident is underway. Necessary action will be taken if the truth is revealed.
Upazila Nirbahi Officer (UNO) Md. Golam Sarwar said, the administrative officer has filed a written complaint regarding the beating and death threats. A GD has been filed with the police station and the process of sending a copy of the GD to the court is underway. Further action will be taken after receiving the court’s instructions.
