Mysteel Global: China’s 2026 government work report, unveiled on Thursday during the annual session of the National People’s Congress, sets the tone for a renewed demand-side expansion in the country’s stainless steel industry, Mysteel notes.

The policy framework — centered on fostering new quality productive forces, strengthening livelihood support, and advancing green transformation — is expected to support steady stainless steel demand growth, according to Mysteel’s latest analysis.
High-end manufacturing fuels specialty stainless demand:
China is prioritizing emerging industries such as integrated circuits, aerospace, biomedicine, and the low-altitude economy, while also promoting future-oriented sectors including future energy, quantum technology, embodied AI, brain-computer interfaces, and 6G.
These advanced industries require stringent material performance standards, directly supporting demand for high-end specialty stainless steel — a segment characterized by high added value and limited substitutability.
Meanwhile, the government work report notes that China’s new energy vehicle production exceeded 16 million units in 2025, with 2026 sales projected to reach 19 million units, up 15.2% on year. This expanding market will continue to underpin demand for automotive-grade stainless steel.
Consumer trade-ins, infra investment unlock civilian demand:
China will allocate Yuan 250 billion ($36.2 billion) in ultra-long special treasury bonds to support consumer trade-in programs. This will be complemented by Yuan 755 billion in central budget investment and Yuan 800 billion in ultra-long special treasury bonds for major national projects. Together, these funding channels are expected to stimulate stainless demand across both consumer and infrastructure sectors.
On the consumer side, trade-in policies are expected to support recovery in stainless-intensive home appliances such as refrigerators and dishwashers, benefiting 200-series and 300-series cold-rolled products.
For the infrastructure sector, underground pipeline upgrades and water conservancy projects will increasingly use stainless pipes and related structural materials, further expanding application scope in municipal works.
Green transition opens new frontiers for stainless:
The government work report calls for the development of hydrogen energy and the establishment of a national low-carbon transition fund.
The hydrogen industry chain presents notable stainless steel opportunities. High-pressure storage cylinders commonly use 316L-grade stainless steel for liners, while refueling equipment requires materials resistant to hydrogen embrittlement and corrosion.
Rural-urban integration broadens demand base:
China’s rural revitalization and new urbanization policies are set to expand the domestic stainless demand base.
Drinking water safety initiatives are encouraging wider adoption of stainless pipes in rural areas. Meanwhile, modern agricultural facilities — including greenhouse structures and livestock equipment — are generating incremental demand.
Urban population inflows, supported by relaxed school enrollment conditions, are stimulating residential construction and increasing demand for stainless decorative materials and related products.
Property sector yields structural demand:
Although China’s property sector has entered a stock-oriented phase, structural opportunities remain in affordable housing, old community renovations, and aging-friendly retrofits. These projects continue to support demand for stainless handrails and kitchen products.
Stronger housing support for young families is also expected to encourage consumption of higher-quality renovation materials, including stainless cabinetry and interior components.
Supply-side reform, green policies drive structural upgrading:
The government work report calls for a comprehensive approach — combining capacity adjustments, standards enhancement, pricing enforcement, and quality supervision — to address involution-style competition across industries.
This represents a positive development for the Chinese stainless steel industry.
Long characterized by product homogeneity, intense price competition, and thin margins, the stainless sector stands to benefit from capacity optimization and stricter standards. These measures will accelerate the elimination of outdated production and guide the stainless sector toward quality-oriented growth.
